The GROW Licking County Board of Director is made of various appointments from the Licking County Chamber of Commerce, Licking County Commissioners Office, & the Heath-Newark-Licking County Port Authority.  The membership includes:

Board Chair - MIKE MCFARLAND

Background:

Mike is a life long resident of Licking County.  He began a management career with AT&T and retired in 1996.  In 1998, he began a new career with the Village of Hebron, first as the Tax Administrator before becoming Village Administrator, retiring in 2012.  In 2015, Mike was elected Mayor of the Village and currently serves in this capacity. 

Community Involvement:

Mike has served his community and Licking County in many ways.  He is a founding member of the Licking County economic retention and expansion program; Vice Chairman of the GROW Licking County CIC, is a member of the Licking County Memorial Hospital Development Council.  Mike has also served on the board for the United Way of Licking County and has chaired several school levy campaigns.

Mike is married to his wife, Donita, for forty-nine years.  They have two adult children and four grandchildren.

Mike has a passion for improving the Village of Hebron, as well as the surrounding communities, and involves himself in economic development issues at every opportunity.  His favorite saying is "government MUST run at the speed of business."

Education:

Mike is a graduate of Lakewood High School and attended Franklin University in Columbus, OH.

Board Vice Chair - JENNIFER MCDONALD

Background:

Jennifer joined the Board of Directors for GROW Licking County following her appointment as President & CEO of the Licking County Chamber of Commerce.  Prior to her appointment as President & CEO of the Licking County Chamber of Commerce, Jennifer served as Director of the Licking County Conventions and Visitors Bureau and then as Vice President - Marketing for the Chamber.

Community Involvement:

Jennifer serves as an elected member of the C-TEC Board of Education as well as a member of the Heath City Schools Strategic Planning Committee.  Additionally, Jennifer is the Vocation Chair & board member of the Newark-Heath Rotary Club, board member for the Licking County Aging Program, & member of the COTC Internship Advisory Board.

Education:

Jennifer earned her ABA in Business Management degree Central Ohio Technical College majoring in Marketing.

Board Secretary - 

Background:

As the Adult Education Director at the Career and Technology Education Centers of Licking County (C-TEC), Lauren Massie oversees 15 adult workforce development programs, customized training programs for business and industry, Adult Basic and Literacy Education (ABLE/GED), continuing education courses and a comprehensive Testing Center that train over 3,000 students for the workforce each year. She has more than 15 years of experience in education, including state-level policy and program development at the Ohio Department of Higher Education and Ohio Department of Education.

Community Involvement:

Lauren is a member of Young Leaders of Licking County, Licking County Chamber of Commerce, New Albany Chamber of Commerce and the Ohio Association of Career-Technical Education.

Education:

Lauren holds an Ohio Department of Education Administrator’s License and earned her Master of Science degree from the University of Cincinnati in Criminal Justice and Bachelors of Arts degrees in Psychology and Criminal Justice from The Ohio State University.

Timothy E. Bubb

Background:

Tim Bubb serves as a Licking County Commissioner, now in his 13th year of County government service.  Prior to his time with Licking County, Tim served as Treasurer of the City of Newark as well as a local Chamber of Commerce executive where he championed the establishment of the Licking County Conventions and Visitors Bureau.

Community Involvement:

In addition to serving as a board member and past chair for GROW Licking County , Tim served as a Library District Board member for 19 years as well as served as Board President for 13 years.  In 1998, Tim led the successful $10M campaign to pass a bond issue to build the modern new main library building in downtown Newark.  Moreover, Tim serves as a member of the Salvation Army Advisory Board as well as on the Board of County Commissioners Association of Ohio where he Chairs their economic development committee.

Education:

Tim is an Ohio University graduate with a degree in communications.  He is also a graduate from the Chamber of Commerce's 'Institutes for Organizational Management at Notre Dame University.

John Carlisle

Background:

John Carlisle has served as an Etna Township Trustee for 16 years and was just reelected to his 5th term. He is a former Director with the Ohio Township Association and past President of the Licking County Township Association.

Community Involvement:

John has served on the Governor’s Advisory Board, the Four County Solid Waste Advisory Board, the Licking County Planning Commission, the Licking County Board of Health, and the West Licking Fire Board. He is a member of the Licking County Tax Incentive Review Board, President of the Southwest Licking Community Water and Sewer District Board of Trustees, and President of the JEDZ 1 and JEDZ 2 Boards in Etna Township.

John is also the owner of J.J. Carlisle Mechanical Contractors, in business for over 35 years. His participation through the years on various boards, commissions, and elected offices gives him the experience in working with the public as well as with other elected officials.

Education:

He is a graduate of Father Wehrle High School.

Michael Compton

Background:

Mayor Michael (Mike) Compton has served as Mayor of the City of Pataskala for the past three years.  Prior to his time as mayor, Mayor Compton served as a City Councilman for the City for two years.

Community Involvement:

In addition to his collaboration with GROW Licking County, Mayor Compton also works with the Mid Ohio Regional Planning Commission (MORPC), Summit Station Lions Club of Pataskala, Rotary Club of Pataskala, the West Licking Firefighters Association, & the Sterling Theatre Group.  In addition to his community work, Mayor Compton is the owner/operator of Classic Landscape, serves as a writer & promoter for "Ohio Outdoor News" and currently works as the Membership Director for "American Tri-Five" car magazine.

Education:

Mayor Compton is a 1975 graduate of St. Francis DeSales High School in Columbus.

John D. Fisher

Background:

John Fisher has been a member of the GLC Board since its inception in 2012.  Since 2001, John has been the Director of the Licking County Department of Job and Family Services which administers Children Services, Public Assistance, Adult Protective Services, Supportive Services, and Workforce Development Services, including OhioMeansJobs | Licking County.  Prior to his current position, John was the Deputy Director for Licking County Job and Family Services, and prior to that was Employee Relations Manager for Holophane.

Community Involvement:

John is currently a member of the Licking County United Way Board of Directors and is Vice President of Planning.  Other current Board commitments include Our Futures, Newark Digital Academy Board of Education, and Ohio Job and Family Services Director’s Association.

Education:

John earned his Master’s in Public Administration from the University of Dayton and a B.A. in Political Science from Muskingum University.

Patrick Guanicale

Background:

Patrick (Pat) Guanciale has been a member of the GLC Board since its inception in 2012.  Pat has served as a realtor with Coldwell Banker King Thompson and lived in Licking County for over 60 years. 

Community Involvement:

Beyond GROW Licking County CIC, Pat serves Licking County in a variety roles.  These include on the Newark Catholic High School Foundation Board and Newark Rotary.  In addition, he is an active member of the Licking County Chamber of Commerce and past Chairman twice of its Board of Directors. Mr. Guanciale was a member of the Licking Memorial Hospital Board of Directors from 2005 to 2014 and served as Chairman during 2013-2014 and currently a member of the Licking Memorial Health Systems Board of Directors. 

Education:

Pat is a graduate of Newark Catholic High School and attended Ohio University.

Jim Lenner

Background:

Jim has been a member of the GLC Board since its inception in 2012. Since 2010, Jim has been the Village Manager for the Village of Johnstown. Prior to his position in Johnstown, he worked for the Licking County Planning Commission for five years. 

Community Involvement:

Jim is a board member for the Licking County Transportation Improvement District, Explore Licking County and Heath-Newark-Licking County Port Authority. He is also member of Downtown Johnstown, Inc and former board member of the Licking Memorial Hospital Development Committee and Licking County United Way. 

Education:

Jim earned his M.A. in Public Administration from Park University and B.A. in Political Science & Public Affairs from Muskingum University. 

Mark Johns

Background:

Mayor Mark Johns has served as Mayor of the City of Heath since 2009.

 

Community Involvement:

In addition to his role as Mayor of the City of Heath, Mark is heavily involved within the Licking County community.  During his time serving with GROW Licking County, Mayor Johns has served as Board Secretary for 3 terms, Vice Chairman, and as Chairman of the Board in 2016.  Beyond Mayor Johns work with GROW Licking County, Mark volunteers his efforts promoting and serving in various capacities for the City of Heath's Star-Spangled Celebration & Oktoberfest.  During the fall, you will also find Mayor Johns proudly calling the home football games & boys basketball games for the Heath Bulldogs.

 

Education:

Mayor Johns is a proud graduate Ohio University where he earned a Bachelor's of Arts in Journalism.

Dan McVey

Background:

Dan McVey joined National Gas & Oil Corporation, a subsidiary of The Energy Cooperative (TEC) in 1995 as a district engineer. In 1997, he was promoted to vice president and chief operating officer for NGO Development Corporation, also a subsidiary of TEC. In 2004, he assumed the additional responsibility for natural gas transmission and distribution operations.

Community Involvement:

In addition to serving as a board member and past treasurer for GROW Licking County, Dan is a former trustee for the Ohio Oil and Gas Association, past president of the Ohio Society of Petroleum Engineers, and serves on various nonprofit boards including Zanesville Rotary Club and Muskingum Valley Miracle League.  Dan also currently serves as Board Chair for the Licking County Chamber of Commerce.

Education:

Dan received a Bachelor of Science in petroleum engineering from Marietta College and a master’s degree from West Virginia University

Robert O'Neill

Background:

Robert E. O’Neill is President of the Southgate Corporation, a comprehensive real estate development firm specializing in industrial and commercial properties.
 
Southgate Corporation began developing real estate in 1954, and the company has developed over 6 million sq. ft. of industrial space including buildings ranging from 20,000 to 90,000 sq. ft. Southgate is currently developing two industrial parks in central Ohio; the Newark Ohio Industrial Park and the Etna Corporate Park as well as developing the McMillen Business Center, which is a 200 acre mixed-use park in Newark, Ohio.

Community Involvement:

Robert is the past President of the Central Ohio Chapter of NAIOP (National Association of Industrial and Office Properties) as well as a member of NAIOP’s Private Developers Forum. Robert currently serves as a Director of the Park National Bank and Park National Corporation. He also serves on the Board of Directors for Grow Licking County, Newark Sport & Event Commission, Kendal at Granville, the OSU/COTC Newark Campus Development Fund and the Real Estate Committee for the Licking County Foundation.

Education:

Robert is a graduate of THE Ohio State University with a Bachelor's of Science (BS).

Rick Platt

Background:

Rick Platt is President and CEO of the Heath-Newark-Licking County Port Authority, a position he’s held since 2002.  During his tenure, the Port Authority has developed a reputation as a tech-savvy, government innovator and problem solver.  The Port Authority has grown to become the largest self-sustaining port authority in Ohio and the fourth-largest overall among more than 50 port authorities in the state.

Community Involvement:

In addition to his leadership with GROW Licking County - where he served as Chairman in 2015 - Rick is active with the International Economic Development Council, Ohio Manufacturers Association, and the state, regional, and local levels of economic development.  He is active in the community serving as Chairman of the Board of Trustees for The Works and as a director at First Federal Savings.  He is also an officer with the Rotary Club of Newark.

Education:

Rick is a graduate from Miami University with a B.A. in Public Administration & Speech Communication.

Jim Roberts

Background: Jim is President of Jobes Henderson & Associates, Inc. a subsidiary of Hull and Associates, Inc. a civil engineering, land surveying, environmental, and energy firm in Newark, Ohio.  Prior to joining JHA, Jim served as the City Engineer for Newark.  In his capacity with JHA/Hull, Jim serves as the City Engineer for Heath and Pataskala.  His firm has performed the design and survey work on many major municipal projects for Newark, Heath, Licking County, Etna, Pataskala, and many other local governments.  They have also performed many private designs on many sites in Licking County including the Prologis Park, Amazon Fulfillment Center, Etna Corporate Park, Newark Industrial Park, Mid-Ohio Corporate Park, and many others.  JHA designed the Etna Parkway extension for Licking County that was funded by the State of Ohio Job Ready Site Program.

 

Community Involvement: In addition to serving on the GROW Licking County CIC Board, Jim served on the Heath Board of Education for 16 years, 13 of which he was President.  He is a member of the Licking County Planning Commission and the Licking County Board of Building Standards.  Jim is an engineering instructor at COTC, and also serves on the Deans Executive Committee and the Curriculum Advisory Committee.  Jim is also a member of the STEM Advisory Council at The Works: Ohio Center for History, Art, & Technology.

 

Education: Jim is a graduate of Heath High School and a 1984 graduate of The Ohio State University with a Bachelor of Science in Civil Engineering.  He is a Registered Professional Engineer in Ohio, Indiana, West Virginia, and Pennsylvania.  He is also a Registered Professional Surveyor in West Virginia. Jim was also a 1992 graduate of the Leadership Tomorrow Program of the Licking County Chamber of Commerce.
